Once, long, long ago, a race of humans discovered the planet of Tirah. Much to their disapointment, the planet was largely a desert region, with fragile temperate forests and dangerous preditors like sand serpents, sea demons, and worst of all-dragons. They decided that this planet was not fit for habitation. They nearly left it for good, until one statesman had the perfect idea...
Their prisons were getting more full by the day, so why not make room by dumping off prisoners on this planet? They could play off critics by saying they were giving the convicts a second chance, however, every one knew the people they dumped there had no chance. Out of sight, out of mind, right?
The first convicts struggled horribly, until they discovered the canyons, and the life giving riverbeds. And for a time they survived on vegitables alone. The more convicts, the more population, and things had to be done. They started by trying to tame the dragons, who were curious about the men and women. The found that young hatchlings could be trained.
After a century and a half of dumping off convicts, the other planets stopped suddenly, and a space ship/technology hasn't been seen on the likes of Tirah since. Many, many centuries have passed now, and dragons work and live as partners to man.
Life on the planet of Tirah is not easy. In fact, the only reason that humanity still survives is because of the aid of dragons. However, they do live in relative peace. People and their dragons live in the many canyons that carve the sandy face of Tirah. Since the rivers that run through the canyons cannot support large communities, the large dragons must bring back water from the mountains to fill the aquifers beneath the canyon kitchens. Dragons and their riders hunt large sand serpents for food, and sometimes may have to fight in battle to protect truth, justice, and the utopian life of all Tirans.

-NO color or size hierarchy of dragons, everyone has a chance to advance their characters
